For buying goods and services, govt organizations float tenders. Manual tender processes often take three months or longer, which is costly for both buyer and supplier organizations. Also, the manual process of documentation is open to human error and prone to misuse. Moreover, collusion among the contractors bidding for contracts left departments with very few options beyond the existing vendors. e-Tendering replaces the manual paper-based process with electronically facilitated processes based on best tendering practices to save time and money. Buyers are able to manage the tenders coming in, as all tenders are stored in one place. They can cut and paste data from the electronic tender documents for easy comparison in a spreadsheet. Evaluation tools can provide automation of this comparison process. The portal, https://delhi.govtprocurement. com, provides its members with access to several trading suppliers. eProcurement Auction Services offers government departments easy-to-use, web-based solutions for conducting dynamic exchanges in an online environment. The implementation required people to be trained about the operation of computer & the e-tendering system (web based) to the tenderers & bidders. They also had to be trained about the use of digital signatures & downloading of tenders, etc. Benefits: It creates transparency in the process, which helps generate more revenue to department; fast and accurate pre-qualification and evaluation, which enables the automatic rejection of suppliers that fail to meet the tender specification, faster response to questions and points of clarification during the tender period, reduction in the labour intensive tasks of receipt, recording and distribution of tender submissions, and compliance with digital signatures under the IT Act 2000.
